Director Spears began her journey with Miami-Dade County in 1975, rising through the ranks to become the first African American female to head a Public Safety Department in the county.
With 28 years of dedicated service, she wore many hats – from Correctional Officer to Director. Her legacy lives on through her commitment to employee wellness and her nurturing leadership style, earning her the endearing title of “Mama Spears” among colleagues.
Beyond her professional achievements, Lois was a devoted mother and a source of inspiration, both at home and across the nation. Her impact stretched far and wide, leaving an indelible mark on all who had the privilege of knowing her.
