Dr. Robin R. Starks

Dr. Robin R. Starks is a native Floridian, born and raised in South Florida, growing up in Overtown, Liberty City, and Carol City, now Miami Gardens. Dr. Starks graduated from American Senior High School and continued her education, receiving her Bachelor’s, Master’s, and lastly, her Doctoral Degree from St. Thomas University.

Dr. Starks has worked in Law Enforcement for over 30 years, joining the City of Miami Police Department in 1989, where she was hired as a Public Service Aide. She later joined the police academy graduating in 1990. In addition to working uniform patrol, she has worked in Professional Development as a Police Training Advisor, Special Investigation Section in Dignitary Protection, Vice Detail, Money Laundering, Smuggling, and Narcotics. Dr. Starks has also worked in the Community Relations, Robbery, Burglary Unit, and Internal Affairs. Dr. Starks has worked collaboratively with several agencies throughout Dade and Broward County. To include Federal Bureau of Investigations, Drug Enforcement Agency, Florida Department of Law Enforcement, and South Florida Impact.

After retiring from the City of Miami Police Department, Dr. Starks became the Chief of Public Safety for Miami Dade College Kendall Campus, where she worked for several years before joining the Miami Gardens Police Department as the Major of Operations. 

As a hobby, Dr. Starks is the owner of Starks Productions and Management, Inc. and not-for-profit Starks, Education, Athletics, and Leadership Organization. 

Dr. Starks completed her dissertation on Women Breaking the Glass Ceiling in a Male-Dominated Profession. She is also Co-author of Sister 2 Sister Anthology. Dr. Starks has been the mentor of many young ladies and men across the state. She has been featured on various shows such as N.B.C. 6 with Julia Yarbrough, Channel 10 with Michael Putney, and other TV Shows. Dr. Starks was a radio commentator with WAVS 1170 and currently hosted an internet web-based TV Show.

Currently, Dr. Robin R. Starks is a member of several professional affiliations, including Women in Federal Law Enforcement (WIFLE); National Coalition of 100 Black Women South Palm Beach Chapter; National Organization for Black Law Enforcement Executives (NOBLE) Miami Dade Chief of Police, Fraternal Order of Police (F.O.P.), Miami Police Benevolent Association (Retired), The African Kingdoms Federation, Florida Democratic Black Women Consortium. She was also recently recognized as one of South Florida’s Most Prominent and Influential Black Women with M.I.A. Legacy Magazine. 

She has found time to spend with her family, which she loves dearly. She has always put others above herself and tries to keep the family together. Her heroism as law enforcement, encouragement as a mother, leadership as a mentor, and unselfish demeanor have provided her the respect she has achieved today.
